Vedtaket er fattet uten at villreinfaglige organer har vært tilstrekkelig involvert, og uten nødvendig vurdering av naturmangfoldloven. Dette er alvorlig både for villreinen og for forvaltningens legitimitet.\n\n**Blefjell er allerede sterkt fragmentert. Å legge så mange nye hytter inn i et presset leveområde for villrein vil øke samlet belastning i et fjellområde som i utgangspunktet er på grensen av det bærekraftige.**\n\n### Villreinen på Blefjell er nær truet\n\nVillrein ble i 2021 klassifisert som *nær truet* på norsk rødliste. Det betyr at bestanden står i fare for å havne i en enda mer utsatt kategori dersom presset fortsetter å øke. Blefjell er blant de minste villreinområdene i Norge. Alle inngrep, også små, bidrar til mer forstyrrelser, flere barrierer og dårligere tilgang på viktige trekkruter og beiteområder.\n\n[Kvalitetsnormen for villrein](https://lovdata.no/dokument/SF/forskrift/2020-06-23-1298) er tydelig: For å bevare levedyktige bestander må leveområdene sikres mot ytterligere fragmentering. Det er vanskelig å se hvordan 50 nye hytter med tilsvarende ferdsel kan forenes med disse målene.\n\n### Mangel på grunnleggende saksbehandling\n\nDet mest alvorlige i denne saken er at **hverken Villreinutvalget eller Villreinnemnda for Blefjell har fått saken til behandling før kommunens endelige behandling av reguleringsplanen**, til tross for at de sitter med den viktigste fagkunnskapen om villreinens bruk av området. Reglene i naturmangfoldloven er ikke fulgt. Kommunestyret i Notodden har likevel vedtatt denne reguleringsplanen.\n\n### Ikke bare en lokal sak, men et nasjonalt ansvar!\n\nPresset på villreinområdene i Norge er stort, og bit\\-for\\-bit\\-nedbygging har over flere tiår ført til at fjellområder som tidligere var åpne og sammenhengende, nå er oppdelt av hytter, veier og tekniske inngrep. Når kommuner vurderer nye tiltak i slike områder, må nasjonale og internasjonale forpliktelser til naturmangfold veie tungt.\n\nSivilombudets uttalelse om [Kjelhovda\\-saken ](https://www.sivilombudet.no/uttalelser/mangelfull-vurdering-etter-naturmangfoldloven-reguleringsplan-for-hytteutbygging-pa-kjelhovda/)i Hemsedal understreker at saker som berører truede arter som villrein, skal hensynet til det lokale selvstyret tillegges begrenset vekt. Her må staten gripe inn dersom naturen ikke ivaretas. Prinsippet om at påvirkningen fra hytteutbyggingen skal vurderes i lys av den samlede belastningen på villreinen, gjør det klart at vedtaket i Blefjellsaken berører nasjonale og internasjonale interesser.\n\n### Friluftsliv og naturverdier taper på sikt\n\nBlefjell er et av de få fjellområdene i Sør\\-Norge som fremdeles har sammenhengende høyfjellsnatur. Dette er en fellesressurs for alle: lokalbefolkning, fritidsbrukere og fremtidige generasjoner. Når naturen bygges ned, forsvinner ikke bare livsgrunnlaget til villrein; også kvaliteten på friluftslivet svekkes. Støy, lys, økt trafikk og redusert villmarkspreg går ut over det som gjør Blefjell unikt.\n\nFlere forskningsmiljøer har advart om at dersom vi fortsetter nedbyggingen av fjellnaturen i samme tempo som de siste 30 årene, vil Sør\\-Norge miste store deler av sine sammenhengende leveområder for villrein innen få tiår.\n\n### Statsforvalteren må gripe inn!\n\nVi mener vedtaket om hytteutbygging ikke kan bli stående! Både lovverk, fagkunnskap og nasjonale mål tilsier at Statsforvalteren må omgjøre kommunens beslutning.\n\n**Vi står midt i naturkrisen. Da må kommuner være ekstra varsomme med å vedta inngrep som kan skyve en sårbar art enda nærmere kanten. Blefjell trenger villrein – ikke flere hytter!**",

Vedtaket er fattet uten at villreinfaglige organer har vært tilstrekkelig involvert, og uten nødvendig vurdering av naturmangfoldloven. Dette er alvorlig både for villreinen og for forvaltningens legitimitet.</p><amedia-placeholder index=\"1\" wordcount=\"53\" /><p><strong>Blefjell er allerede sterkt fragmentert. Å legge så mange nye hytter inn i et presset leveområde for villrein vil øke samlet belastning i et fjellområde som i utgangspunktet er på grensen av det bærekraftige.</strong></p><h3><strong>Villreinen på Blefjell er nær truet</strong></h3><p>Villrein ble i 2021 klassifisert som <em>nær truet</em> på norsk rødliste. Det betyr at bestanden står i fare for å havne i en enda mer utsatt kategori dersom presset fortsetter å øke. Blefjell er blant de minste villreinområdene i Norge. Alle inngrep, også små, bidrar til mer forstyrrelser, flere barrierer og dårligere tilgang på viktige trekkruter og beiteområder.</p><amedia-placeholder index=\"2\" wordcount=\"145\" /><p><a href=\"https://lovdata.no/dokument/SF/forskrift/2020-06-23-1298\"><strong><span>Kvalitetsnormen for villrein</span></strong></a> er tydelig: For å bevare levedyktige bestander må leveområdene sikres mot ytterligere fragmentering. Det er vanskelig å se hvordan 50 nye hytter med tilsvarende ferdsel kan forenes med disse målene.</p><h3><strong>Mangel på grunnleggende saksbehandling</strong></h3><p>Det mest alvorlige i denne saken er at <strong>hverken Villreinutvalget eller Villreinnemnda for Blefjell har fått saken til behandling før kommunens endelige behandling av reguleringsplanen</strong>, til tross for at de sitter med den viktigste fagkunnskapen om villreinens bruk av området. Reglene i naturmangfoldloven er ikke fulgt. Kommunestyret i Notodden har likevel vedtatt denne reguleringsplanen.</p><h3><strong>Ikke bare en lokal sak, men et nasjonalt ansvar!</strong></h3><p>Presset på villreinområdene i Norge er stort, og bit-for-bit-nedbygging har over flere tiår ført til at fjellområder som tidligere var åpne og sammenhengende, nå er oppdelt av hytter, veier og tekniske inngrep. Når kommuner vurderer nye tiltak i slike områder, må nasjonale og internasjonale forpliktelser til naturmangfold veie tungt.</p><amedia-placeholder index=\"3\" wordcount=\"282\" /><p>Sivilombudets uttalelse om <a href=\"https://www.sivilombudet.no/uttalelser/mangelfull-vurdering-etter-naturmangfoldloven-reguleringsplan-for-hytteutbygging-pa-kjelhovda/\" rel=\"Follow\">Kjelhovda-saken </a>i Hemsedal understreker at saker som berører truede arter som villrein, skal hensynet til det lokale selvstyret tillegges begrenset vekt. Her må staten gripe inn dersom naturen ikke ivaretas. Prinsippet om at påvirkningen fra hytteutbyggingen skal vurderes i lys av den samlede belastningen på villreinen, gjør det klart at vedtaket i Blefjellsaken berører nasjonale og internasjonale interesser.</p><h3><strong>Friluftsliv og naturverdier taper på sikt</strong></h3><p>Blefjell er et av de få fjellområdene i Sør-Norge som fremdeles har sammenhengende høyfjellsnatur. Dette er en fellesressurs for alle: lokalbefolkning, fritidsbrukere og fremtidige generasjoner. Når naturen bygges ned, forsvinner ikke bare livsgrunnlaget til villrein; også kvaliteten på friluftslivet svekkes. Støy, lys, økt trafikk og redusert villmarkspreg går ut over det som gjør Blefjell unikt.</p><amedia-placeholder index=\"4\" wordcount=\"398\" /><p>Flere forskningsmiljøer har advart om at dersom vi fortsetter nedbyggingen av fjellnaturen i samme tempo som de siste 30 årene, vil Sør-Norge miste store deler av sine sammenhengende leveområder for villrein innen få tiår.</p><h3><strong>Statsforvalteren må gripe inn!</strong></h3><p>Vi mener vedtaket om hytteutbygging ikke kan bli stående! Både lovverk, fagkunnskap og nasjonale mål tilsier at Statsforvalteren må omgjøre kommunens beslutning.</p><amedia-placeholder index=\"5\" wordcount=\"454\" /><p><strong>Vi står midt i naturkrisen. Da må kommuner være ekstra varsomme med å vedta inngrep som kan skyve en sårbar art enda nærmere kanten.
